Chief Engineer

Main Responsibilities:

 Responsible for all engineering activities carried out by the JV Company.

 Act as the overall technical focal point and decision maker during the project construction and the future plant operation;

 Responsible for final approval of technical documents including drawings, specifications, calculations, studies, and reports.

 Responsible for program development, technical direction, projects staffing, employee training and development, engineering/design quality, engineering process improvement and development of current best approaches, personnel assignments, performance appraisals, business development support

 Assist on-going projects with studies and calculation review, interviews, hiring of staff, and general engineering support.

 Perform project technical management function as delegated by the Project Director, including liaison, coordination of technical meetings, and general project technical supervision and coordination.

 Manage the DI’s engineering activities to ensure compliance and consistency with scope of work and quality objectives of the project: BoD, FEED, DED across the projects.

 Control, monitor and report the engineering performance against the engineering deliverable schedule

 Lead and coordinate all technical reviews both with stakeholders and internally within project.

 Coordinate the technical activities between engineering, procurement and construction

 Manage the Change Process within the technical team

 Chair the technical Steering Committee, if any

 Support the discipline Leads in resolutions of multi-discipline issues.

 Ensure overall technical integrity and safe design process are applied.

 Co-ordinate the inter-discipline activities.

 Co-ordinate the design reviews and the constructability study

 Ensure the project is designed and engineered in accordance with applicable stipulations, Codes and Standards.

 Manage all technical interfaces with each stakeholder: suppliers, vendors, subcontractors, DIs, etc.

 Manage the archiving of engineering document in a manner that they are easily collectable for project execution and the future potential back-charges to the poorly performed DIs

 Integrate the “key issues” and lessons learned through the project.

 Assist the global power benchmarking database initiative from the technical perspective

Qualifications

 University Engineering Degree, or Post Graduate experience acceptable to the Institution of Engineers in China

 Shall have at least +20 years relative experience working with and managing multi discipline Design & Engineering teams in an engineering company or a Consulting, Project Management Company.

 Strong traceable design and engineering especially management experiences in China’s sub/supercritical, ultra-supercritical coal fired projects of 135MW, 300MW, 600MW, 1000MW from the feasibility study till the operation

 Professional knowledge of GB and ISO is mandatory, and understanding or experiences of ANSI, ASME, BS, DIN, EN, NEMA, NFPA, IEC Codes & Standards will be a plus

 Working experiences with international A/E or PMC/OE company will be a plus

 English reading, writing and speaking

Report Line

This position has a solid report line to the Anwen PD during the construction and the JVGM during the operation, also a dotted report line to GTS.
